Sheff Wed Deals with Serious Challenges, States New Football Authority

'We are going to be a part of football's future' - football oversight chief David Kogan

The team's current difficulties are seen as a "significant problem" and the new football authority is seeking powers to examine team situations in such situations, the newly appointed chairman the official has declared.

During an extensive discussion, Kogan, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four fan organizations connected to the South Yorkshire club recently.

The football club have been struggling on and off the field in 2025, with the club delaying salary disbursements on multiple instances, including in the autumn.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for the English game and recently we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases submitted for our review if they warrant scrutiny and acted upon."

Economic Challenges and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in March and May resulted in restrictions being imposed by the league officials in June, blocking the team from conducting any player acquisitions for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "Our role exists to serve the Owls followers, Bury or any football club where people are committed to a regional establishment that has represented their community in many cases.

"I fully appreciate the team's plight, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the followers."

When asked if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is start getting involved with an particular organization, an particular chairman, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"However, realistically, when you review the record of the game, over the past few decades there have been some owners, few in number, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the future."

Wednesday followers have been protesting against the team's chairman in recent months

'Mistakes could erase significant advances'

Kogan met with officials from numerous teams to explain the responsibilities of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved could disappear incredibly quickly," Kogan said.

"And that's what nobody wants in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources flowing into the game and has come into football for the past two decades, because there are no assurances it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the Premier League's sporting equality, but the chairman responded: "I completely endorse the achievement and development as an economic entity of the top division.

"As someone who appreciates the worry about compromising the division as a high-quality offering of the nation. But simultaneously, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a high level of reassurance."

Political Connections

The chairman continues to confront a "thorough examination" by the official appointments authority after he revealed he contributed money to the Labour Party in recent years.

The chairman donated money to government minister the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any form of political activity."
